Kathir Ramalingam is an entrepreneur at heart and brings a wealth of technology expertise to LingaTech, Inc. He is a strategic, business, and technology-focused leader with 25+ years of experience. Kathir knows how to establish productive relationships with partners and clients and is a confident and capable speaker, effectively communicating the value that high-quality technology solutions can bring to an organization. Kathir excels as an enterprise architect and has extensive experience in using modern frameworks, proven methodologies, and best practices.
Kathir and his wife Primajoy founded LingaTech, Inc., in 2012 and have focused on providing technology services to a diverse clientele of commercial and local, state, and federal government clients. He most recently provided enterprise architecture services for 20+ years to the PA Department of Environmental Protection and then to the Conservation and Environment Delivery Center in the Commonwealth of PA. In 1998, Kathir joined Digital/Compaq/HP and built information systems for their largest public sector customers, including several enterprise application development projects, mobility frameworks, and Service-Oriented Architecture (SOA) foundation/awareness.
His XML Initiative for data exchange across disparate technologies was evaluated and recognized by Gartner. He has led two teams to recognition during the Governor-sponsored, Pennsylvania Code4PA competition, earning top accolades for data analytical solutions that focused on the Opioid Epidemic and reducing traffic fatalities. He has also lead the architecture and development of a mobile inspection platform that was recognized by the National Association of State Chief Information Officers (NASCIO).
Prior to joining LingaTech Inc., Sean served the Commonwealth of Pennsylvania as the Enterprise Chief Technology Officer, managing a nearly $90M budget and leading over 700 employees and contractors in support of the infrastructure and operational needs of the commonwealth’s most critical applications and services including public safety, environmental, human services, transportation, and education. Sean also played a significant role in providing direction and leadership during the commonwealth’s pandemic response to COVID19, where he successfully guided his team in the migration and support of thousands of employees to a remote work model while providing continual support to major initiatives during that time such as the 2020 United States presidential election. Sean and his team received praise from Governor Tom Wolf for their efforts during the pandemic.
As CTO, Sean focused on sustainable and positive changes to the organization through the establishment and execution of the commonwealth’s cloud strategy, modernization of the telephony environment, end-user technology improvements, data center consolidation, and the adoption of standards-based processes while managing over $125M of annual spend in outsourced technology contracts. Sean also executed a massive organizational transformation that has changed the way the commonwealth delivers technology solutions in a more effective and efficient manner.
Sean began his career at the Commonwealth of Pennsylvania in 2001 as a Geographic Information Systems intern at the PA Department of Agriculture and worked his way up from there. Sean has served as the CIO of the Commonwealth of PA’s Conservation and Environment Delivery Center, CIO of the PA Department of Environmental Protection, CIO of Franklin County, PA, Assistant CIO of the PA Liquor Control Board, Director of Enterprise Strategic Technology Services in the PA Office of Administration, and CIO of the PA Department of Agriculture. Sean and his teams have amassed numerous awards and accolades for their efforts.
Sean graduated summa cum laude with a Bachelor of Science in Geoenvironmental Studies at Shippensburg University with a certificate in Geospatial Technologies and earned his Masters Certificate in Information Systems and Technology Project Management from Villanova University. Sean is ITIL Foundations certified and earned his Certified Government Chief Information Officer qualification from Harrisburg University. Sean is a veteran of the United States Navy where he served honorably as an Operations Specialist (Fleet Marine Force) attached to Tactical Air Control Squadron Eleven in San Diego, CA where he partook in a Western Pacific deployment to the Middle East onboard the USS Tarawa.
Prior to joining LingaTech Inc., Brian held technical leadership positions in multiple companies; from small startup IT companies to large pseudo-governmental agencies. Most recently he has concentrated on assisting organizations in the transformation from traditional IT to a more agile/lean process. This includes streamlining organizational structures and IT systems. He has operated in an Enterprise Architect role for several large organizations working with executive management, business leaders and IT leadership to implement architectural processes that remove barriers, enhance communication and provide solutions that enhance operational efficiency and reduce technical debt.
As VP of Application Development and Chief Enterprise Architect at the Pennsylvania Higher Education Assistance Agency, Brian focused on sustainable and positive changes to the organization through operational and organizational changes. These changes positioned the agency to rapidly grow from managing 2.2 million borrowers and 76 billion in managed assets to over 10 million borrowers and 380 billion in managed assets. He also led the effort to provide a robust self-service platform for borrowers to manage their student loan accounts. In this role, Brian led many successful efforts to streamline processes and automate many manually intensive processes.
Brian started his career in the late 80’s working as an application developer for the department of defense. Throughout his career he has been successful in all areas of technical development and leadership. He spent the first 15 years of his career in development and architecture roles for large companies like Hershey Foods, CACI, Highmark, Penn National Insurance and PHEAA. For the last 20 years Brian has served in several Executive Leaderships roles for multiple organizations, his leadership and team building skills have helped him build multiple high performing teams. In his current role, he continues to build on his technical, leadership and advisory skills to build high performance teams, advise our clients on technical and organizational change and work closely with client management to ensure that we are exceeding customer expectations and assisting them meet their obligations.
Primajoy Evans Ramalingam is one of the original founders of LingaTech. Primajoy brings the experience of being with the origination at every stage of the process and building a strong small business. As Chief Financial Officer, Primajoy Evans Ramalingam, brings not only expertise in the full financial and HR aspects of the company, but also has a strong background and expertise in the IT industry.
Primajoy‘s expertise in financial analysis, accounts payable and receivable, project costing, pipeline tracking and forecasting, and reporting; certification management; and human resources management provides the tools and expertise to our executive, business development and technical delivery teams to provide our client with the best solutions at the right prices every time. Primajoy has built strong team with our local banking, accounting and legal support teams to build a portfolio for LingaTech to meet every opportunity and challenge.
Primajoy’s experience includes 9+ years’ experience as Chief Financial Officer, 12 years in Human Resource Management, and over 15 years’ experience on IT Projects. Primajoy graduated with a Bachelor of Mathematics Studies at Messiah University and earned her Master’s Certificate in Training and Development from Penn State University. Primajoy has completed the Wharton Executive Education, CFO course. Primajoy currently resides in Mechanicsburg Pennsylvania with her husband, two children and two dogs.
Annamarie Stark joined the LingaTech team in March of 2022 as the Human Resources Coordinator.
For close to 8 years, she supported the Commonwealth of Pennsylvania’s Human Resources Office and the Office for Information Technology. In her previous role, Annamarie worked as the Human Resources Liaison by coordinating job postings, hiring actions, payroll, employee performance reviews, position description updates, and worked closely with management to ensure the organization was well maintained.
In her down time, Annamarie enjoys spending time with her husband, family, and dogs in Carlisle, PA where she currently lives.
Nicole Murphy joined LingaTech, Inc. in March 2022 as a Human Resources Assistant, on-boarding employees and working with the HR & Finance Department Manager to create and maintain HR policies and procedures.
She previously worked for the Pennsylvania Higher Education Assistance Agency as an Executive Assistant supporting various departments within the Agency, specifically Client Relations. Nicole brings 7 years of administrative experience, with excellent communication and people skills and the ability to multitask while maintaining a high level of professionalism and attention to detail.
She currently lives in Mechanicsburg, PA with her husband and dog, Mack.

A state government agency performs approximately 33,000 inspections every year. Historically, these have been conducted via paper forms. The process involves an inspector walking a site and taking notes and recording the required inspection data regarding their various observations. Then the inspector must return to the office to compile and summarize the notes and inspection results. They will re-enter much of the data, officially recording the inspection information into an application that updates the enterprise database.
The Agency desired to provide the inspectors with a mobile inspection application that has the capabilities of collecting and documenting information at an inspection site, automatically updating/synchronizing the data to the enterprise database, and the ability to produce the inspection results in a paper form to the site owner. The inspector would
use the mobile application during the inspection, eliminating the need to return to the office to compile and summarize the notes and input the inspection results into the inspection application. Previously when conducting an inspection, inspectors could not take pictures and store the pictures with the inspection report. Having this capability within the mobile application would allow the inspector to store pictures along with the notes or observations found during the inspection.
LingaTech, in conjunction with Agency technical staff, created the eInspection application for the iOS platform. LingaTech developed the connectivity, data validation, and data formatting enabling the mobile data to be stored in the enterprise database. The link between the eInspection application and enterprise database utilized a Service Oriented Architecture (SOA).
The inspectors are now using the eInspection application available on the iPad, to record the mobile inspection results. Using the eInspection application, the inspectors record their observations of the various categories and sub-categories of statutory/regulatory requirements directly into the iPad. After the data is entered on the iPad, the inspection results are validated, formatted, and stored in the enterprise database. The application also provides the inspector with the ability to create a PDF document that lists the results of the inspection report for each category/sub-category. The application includes the ability for the inspector to use the iPad to capture and store photos along with the inspection information and supports an electronic signature process. The new mobile application has improved inspectors efficiency by 20% and saved the Agency over $17M across 5 years.
LingaTech worked closely with the client to develop a data analysis tool to improve pedestrian and bicyclist’s safety at intersections across the Commonwealth of Pennsylvania. LingaTech gathered information from various data sources to develop a visual analytical tool that would help in identifying high-risk intersections by analyzing traffic, crash, pedestrian, and bicyclist data at those intersections. This data will then be analyzed to determine the best safety features that should be used at these types of intersections to reduce or eliminate future accidents.
LingaTech’s efforts included the following tasks:
To accurately map the intersections, we required latitude and longitude coordinates for every record in the dataset. We determined an ESRI ArcGIS solution would not only meet the project team’s objectives but was also a standard tool used by our client. Once the data analysis was complete, the data was imported as a .csv into the ArcGIS Online Poral where a feature class was created using the average aggregate (x,y) coordinates of the crashes attributed to a particular intersection.
The data was then mashed with existing public open data (traffic data, bicycle routes, and census data) to create individual web-based interactive maps highlighting each of the different modes of transportation involved in crashes (vehicle, bicycle, pedestrian, etc.).
An additional area of interest, crashes involving non-motor modes of transportation, was explored by adding crash counts for pedestrian and bicycle together. This non-motor mode of transportation was then mapped as well.
Each map was then incorporated into an ESRI Operations Dashboard solution (seven total dashboards were created) which features a list of intersections with the top 50 crashes (within that mode of transportation), which when selected will zoom to the location in the map and update numerous crash statistics. The seven dashboards were then combined to into a single ESRI Web Application to create a single point of access and the final product: PA's Most Dangerous Intersections (2017-2019)
This data exchange application was developed to alleviate many issues the Agency was experiencing. Challenges such as data integration and data exchange were plaguing the Agency with technical and architectural issues, and they needed a solid solution to continue forward with their modernization efforts.
LingaTech architected a platform using a SOA (Service Oriented Architecture), a loosely coupled design with cloud-enabled infrastructure. The SOA initially facilitated three different types of registrations, has OAuth2 authentication and authorization policies built-in. The platform accommodates other security policies based on the provider’s requirements. This platform exchanges data with multiple internal and external entities including state and federal government and private non-profits.
